Formerly County Council offices, disused for a period before permission granted for part conversion to residential use along with cafe, bar, indoor market and function rooms, but the scheme has been only partly implemented. The courtyard roofs are in poor condition with failing tiles, extensive plant growth and signs of water ingress at attic level.
