An unsymmetrical C18 refronting of C17 late building, 2 storeys, colour-washed stucco, projecting plinth, moulded brick eaves cornice, old tile roof.
Chimney stack right hand of centre. 1 small square window to left hand on 1st floor and 3 3-light sash windows and 1 blocked single window, arranged 2 3-light windows, single 1 3-light.
Large yard entrance to left hand on ground floor, 1 4-paned window 1 small modern entrance door, 1 wide 3-light sash window and 2 4-paned windows.
No 3 forms part of a group with The Bell Hotel and County Hall, Market Square.
