The reservoir was built by the Engineering and Overseas Division of John Laing Construction Ltd for the Metropolitan Water Board. It took almost 5 years to complete and the 34,500 megalitre storage reservoir was at the time of construction one of the world's largest earth-fill dams. Work on site included moving more than 14-million cubic yards of clay and ballast and laying 36 miles of concrete lining around the inner embankment of the reservoir.
