The caption on this slide reads: "Approaches to London Docks. Traffic Congestion North of Swing Bridge over west entrance to Victoria Dock."
The Royal Victoria and Other Dock Approaches (Improvement) Act was passed in 1929. Before this, access to Silvertown was via the Manor Way and Connaught Road bridges to the east, and the narrow swing bridge to the west. As a result of the Act, Silvertown Way replaced the narrow swing bridge connecting West Ham and Silvertown. It was opened in 1934, making it perhaps Britain's oldest fly-over.
