The Central Public Library was designed by E Vincent Harris. The steel frames were manufactured by Banister, Walton and Co Ltd.
The image also shows a temporary erection tower (with posters attached), and workmen climbing an adjoining ladder. The time of the photograph, shown on the Town Hall clock in the background, is 1.35pm. The upper dome ring is shown halfway to its position.
