The Central Public Library was designed by E Vincent Harris. The steel frames were manufactured by Banister, Walton and Co Ltd.
The image shows the upper dome ring resting on the temporary erection tower. The time of the photograph, shown on the Town Hall clock in the background, is 1.53pm.
