This drawing was probably produced for a competition to design new municipal offices for Watford Urban District Council. CC47/01568-CC47/01570 and CC47/01572-CC47/01573 show the same design, which is likely the winning design by architect Charles Cowles-Voysey. Watford Town Hall was completed in 1939.
