The site for the proposed council offices was the site of Brightwell, between East Street and South Street. Brightwell House and grounds were acquired by Farnham Urban District Council in 1920. The new building was not built; instead, Brightwell was used as a library, health clinic and offices until 1967. The same proposed design is shown in CC47/02727-CC47/02729B. This entry won third place in the design competition.
