Office building. 1870's. Stone with polished granite ground floor. 4 storeys with basement, 20 bays, 8-bay return to 8 Matthew Street and 11-bay return to Harrington Street. Ground floor has colonnade, with entablature, chamfered corners with large round-arched entrances; the columns have a bronze band one-third up, which continues across facade dividing totally glazed basement and ground floor. The 1st floor has 2:5:5:2 round-arched windows with panelled pilasters, frieze, and projecting cornice. 2nd floor has rectangular windows. Top floor has 12 round- arched windows in middle, and 4 rectangular windows at each side. Top cornice on brackets, blocking course. Facade treatment continues over 4 bays of each return, then utilitarian white glazed brick facades.
