Former bank circa 1900-1910. E. Sawday architect. Mannered classical style. Ashlar. Slate roof. Polished granite plinth. Heavy modillion cornice, parapet partly balustered.

Three storeys. Three windows. Moulded cornice over ground floor. Ground floor two windows in Gibb's surrounds with large keyblocks. Ionic pilastered doorway to right with open curved pediment containing carved figures and large keyblock to round-arch doorway. First and second floor centre in slight recess with three-light windows and Tuscan 3/4 columns (second floor rusticated columns). First and second floor ends have wide rusticated flat pilasters flanking windows with Gibb's surrounds, first floor with pediments containing very large keyblock, second floor with elliptical arches. Town Hall Square elevation similar but wider, and small gables with pedimented heads over end bays. Large chimney stacks with cornices and pulvinated friezes.

Nos 6-8, The Royal Hotel, Nos 17, 19 and 21 together with The Town Hall, Fountain and War Memorial in Town Hall Square and all listed buildings in Bishop Street form a group around Town Hall Square.
