2. Substantial mid C19 building of 2 storeys and basement, 3 windows. Moderately low pitched slated roof. 2 central and one rear tall brick chimneys with stone-coped plinth, stone cornice and blocking course, brick brackets to cornice. Heavy stone eaves cornice with moulded, close-set brackets. Stone frieze below with inscription in incised sans-serif capitals "HARBOUR MASTER'S OFFICE". Stone 1st floor band and stone coped basement plinth. Multicoloured stock brick walls. Moulded stone architraves and bracketed cills to sash windows with glazing bars, the outer ones on ground floor 3-light. These and 1st floor centre windows have console bracketed cornice. Set back, 2-storey entrance extension at right, with blank 1st floor. 7 steps to 4-panel door under bracketted stone cornice hood. Tall, cast iron, spearhead area railings with stout, domed posts with spike finials and swept square bases at intervals. Similar wrought iron gates at right and left. Set back 1 storey left entrance extension, door the same as that on right.

All the listed buildings on Ballast Quay, and No 18 form a group.
