Wrongly shown on O.S. plan as Hart Road. Municipal building, 1897 dated on plaque above door; by H.A. Cheers. Red engineering brick with sandstone ashlar dressings; Lakeland slate roof with copper dome. Long cruciform building with symmetrical gabled end to road. Gothic style with much carving. Main range 2 tall storeys, one wide bay between narrow octagonal battlemented turrets with small spires. Projecting battlemented porch whose gabled pilasters frame a multi-moulded 4-centred-arched entrance with carved spandrels. Wrought iron screen gates; panelled doors and traceried overlight. Large 5-light traceried window above. Pointed-arched tympanum carved with County Borough arms. Bands and strings, set closely in shaped gable with griffin finials. Battlemented aisles have canted angles below short, shaped spires with fancy copper finials. Pointed-arched entrances also canted. Small extruded chambers between aisles and hall, hall and porch. Steeply-pitched roof has square, louvred wood bellcote with ogee dome and finial. Returns show transept-like projections with paired gables; similar style. Plainer rear extension for educational purposes.
