Formerly Offices of Kingsclere and Whitechurch Rural District Council. A Queen Anne house, with substantial additions to the rear, to form civic offices. Early C18, C20. Symmetrical front (east) of 2 storeys and attic, 5 windows. Hipped tile roof, fully-moulded wood cornice; 2 Gothic dormers of later date with pointed form, enclosing sash windows. Walling is of blue-brindle brickwork with red dressings; flush quoins and slightly-cambered rubbed arches, stone cills, aprons to the first floor, plinth. Sashes. The tall doorcase has a richly-moulded (but unorthodox) cornice, projecting at each side with grooved fret soffits, scroll brackets above fluted pilasters, panelled frieze, decorative fanlight above a modern door. Within, there is an original marble fireplace, plain dado panelling, plaster cornices, archways to the hall and upper hall, and staircase with wreathed-handrail (and masked rails). In matching style, there is a one-bay flat roof wing to the north side, and a large block to the rear, of recent date.
