16 Eastgate Street and 16 Eastgate Row South was built as an undercroft, Row and townhouse, probably in the late C18. In the early C20 the undercroft was in use as the Great Western Railway’s parcel office, and the Row shop was a stationery shop. The property was auctioned in 1927, and alterations and additions to the Row shop were approved in 1928. The shopfronts and interiors were altered in the late C20, and in the early C21 the undercroft and Row were in separate retail use, with ancillary uses above. The front of the building is of brown brick laid in a Flemish bond, and the roof is concealed by a parapet.

The building is of four storeys, including an undercroft and Row.
The undercroft is at street level and has a modern shopfront with rendered end-piers that rise through the undercroft and Row storeys.

The Row level has a plain iron railing, two Doric-derived cast-iron columns to the front opening, and a cornice. There is a stallboard measuring 2.05m from front to back, and the Row shop has a modern shopfront.
The third storey has a painted-stone sill band below two recessed six-over-six sash windows with painted wedge lintels.

The fourth storey has a sill band below two recessed three-over-six sash windows with painted wedge lintels. There is a parapet cornice of painted stone, and a lateral chimney to the east. A lead rainwater head is shared with 20 Eastgate Row.

INTERIOR: the features in the undercroft and Row storeys are covered. The over-Row parlour and partitions in the third storey are largely intact. The roof structure is visible in the fourth storey.
