House. c1790-1793 with C19 and C20 alterations. By John Palmer. MATERIALS: Limestone ashlar to front, coursed limestone rubble to basement, cement render to rear, Welsh slate double pile parapeted mansard roof with coped gable wall to left, ashlar right and left end stacks with some early clay pots to front roof, external axial stack to rear. EXTERIOR: Three storeys, attic and basement, three-window range. First floor has three C19 plate glass horned sashes with lowered stone sills and splayed reveals, second floor has three six/six-sashes in plain reveals with stone sills, ground floor has two C19 plate glass horned sashes in splayed reveals with stone sills to left, six-panel door with flush and raised and fielded panels and single pane overlight in splayed plain reveal to right; single step to pennant paved crossover. Basement has two six/six-sashes in plain reveals with stone sills, plank door and single light window to ashlar infilling under crossover, limestone area steps with wrought iron handrail. Double dormer with two plate glass sashes. Band course over ground floor, lintel, moulded eaves cornice and coped parapet. Rear elevation has C19 and C20 windows including C19 fixed lights with coloured borders to first and second half landings. C19 ashlar extension with Welsh slate hipped roof from basement to first half landing level and further small extensions. INTERIOR: Not inspected. SUBSIDIARY FEATURES: Attached wrought iron railings and gate with urn tops on limestone bases. HISTORY: Part of incomplete St James's Square development on land leased by Fielder, King, Hewlett and Broom from Sir Peter Rivers Gay 25 March 1790; upper part of Park Street commenced to design of John Palmer and continued but not completed to design of John Pinch after 1808, street formerly terminated by All Saints Chapel at top and intended to be continued in a NW direction as Regent Place.
