View looking north across Torquay Harbour, with a man sitting in the grass in the foreground. Note the fishing nets laid out to dry on the harbour wall. Torquay began to develop as a town in the early 19th century, when Lawrence Palk built a new harbour here. Another harbour was built for sailing yachts in 1870.
