The Barbican Estate was built by John Laing plc between 1965 and 1976. In the past, workmen didn't always wear the same protective equipment as they do in the 21st century. Most of the men in this photograph are wearing hard hats, but none of them are wearing a safety harness, even though they are working very high up. New laws and regulations in the 1970s and 1980s required everyone to wear proper protection at work, including hard-hats and safety harnesses.
