Description

The architect was Francis J R Smith, and the building was built in 1893, making it virtually brand new when this photograph was taken. It is likely that this photograph was taken for the building firm Stimpson & Co, as they built the adjacent building, Westminster Public Baths, and commissioned a similar photograph of that building. The library building has now been converted to a club.
