Description

The original portrait dates from March 1916. The copy was created by Bedford Lemere & Co. for the Canadian Pacific Railway in February 1918. W T Payne was the General Superintendent of the Canadian Pacific Railway Steamships at Vancouver, prior to which he had been stationed in Yokohama.
