Series 2 Issue 4: Report on Local Authority Historic Environment Staff Resources 2024

Findings from the Local Authority Staffing Survey for 2024, funded by Historic England and undertaken by Essex County Council Place Services, in partnership with the Association of Local Government Archaeological Officers (ALGAO). The survey asked local authorities in England for their historic environment specialist staffing levels and staff insights on the volume of casework involving energy efficiency retrofit, confidence in decision making and views on current advice and guidance. The main findings are: • Around 765.78 FTE staff working in heritage conservation and archaeology in local authorities in England. This is a decrease of 5% from the 1st of April 2023. • Staff are seeing more case work involving decisions, advice or pre-application enquiries about energy efficiency measures. Three quarters (75%) of responding local authorities said that this had increased over the last year. • Over 1 in 10 (13%) feel not so or not at all confident making decisions around energy efficiency measures, and nearly a quarter (22%) do not feel confident concerning nature recovery and biodiversity net gain. • Almost two thirds of respondents agreed that the HE advice note ‘Adapting Historic Buildings for Energy Efficiency and Carbon Efficiency’ gives building conservation staff the right guidance and technical advice to make decisions.
