The Heritage Dimension of Commercial Renewable Energy Development (2025)

Author(s): Hana Morel, Daniel Phillips, Peri Horsley

This report presents the findings of a research project to review 500 applications from the UK Department of Energy Security and Net Zero (DESNZ) Renewable Energy Planning Database (July 2019-June 2024) to understand any potential heritage implications. The report was commissioned by Historic England from drp archaeology. The aim of this series of research is to enhance Historic England’s understanding of the consideration of heritage within planning for renewable energy development, through a high-level analysis of planning applications. This report continues from the drp archaeology 2021 Report ‘Heritage Dimension of Planning Applications’ (https://historicengland.org.uk/research/results/reports/35-2021) in which 458 applications dating from July 2015 to December 2019 were analysed. For the purposes of this research, drp archaeology has adopted the definition of ‘heritage dimension’ defined as: where a heritage asset, designated or non-designated, has been considered – whether that is raised, identified, assessed and/or mitigated as part of the application.
